If two programmes both sound attractive, rank first the one that best fits your academic preparation and long-term plan rather than the one with the most famous university name.
The Sending Partner step is a hard gate. The official application page says applications shall also be submitted to the responsible authority of the Sending Partner, and each Sending Partner may have different deadlines and requirements. The FAQ is even clearer: only nominated applicants can proceed with their applications. If your partner authority requires a separate form, interview, endorsement, or local deadline, the central portal alone is not enough.
This is why applicants should contact the Sending Partner early. In some countries the Sending Partner is a ministry; in others it may be a council, embassy, or another responsible authority. Ask what documents they require, whether they need hard copies, whether they rank applicants internally, whether their deadline is earlier than the central deadline, and whether they require any local eligibility such as field priority or public-sector status.
A student who ignores this step can lose the scholarship even with strong grades and a polished online application. The process is built around cooperation between Hungary and the partner country, so the Sending Partner is not optional background administration. It is part of selection.
All applications must be submitted through the online application system of Tempus Public Foundation. The official FAQ also says the online registration and participation in admission examinations are free of charge, and applicants should not apply through unknown agencies or pay agents for guaranteed selection. This is a useful fraud warning because popular fully funded scholarships often attract unofficial intermediaries.
Required documents vary by study level and nationality, but bachelor's applicants should normally prepare identity evidence, secondary school transcripts, school completion certificate or expected graduation evidence, language proof where required by the programme, motivation letter, medical certificate if requested in the call, and any art portfolio or special institutional documents if relevant.
