Yes, you can submit a Chevening application without IELTS because Chevening itself does not require an English-language test score as part of the scholarship application.

But that is only half the story. Chevening's official FAQ says candidates still need to meet all requirements from their chosen university and secure an unconditional offer from one of their three course choices by the deadline.

So “Chevening without IELTS” means no central IELTS requirement from Chevening. It does not mean every UK university will admit you without English evidence.

Chevening's official FAQ says the English-language requirement was removed in 2020. This made the scholarship application simpler because applicants no longer need to submit an English test score just to apply for Chevening.

However, Chevening did not remove university admission requirements. Each UK university and course can still decide what English evidence is required for admission.

This is why applicants should not ask only “Does Chevening require IELTS?” The better question is: Do my three chosen UK courses require IELTS or another accepted English evidence route?

Chevening and UK universities are separate processes. Chevening selects scholarship candidates. Universities decide whether applicants meet academic and English-language admission requirements.

The Chevening application may be submitted without IELTS, but a university can still issue a conditional offer requiring IELTS, TOEFL, PTE, Cambridge English, previous English-medium study evidence or another approved proof.

If you are selected for Chevening but cannot satisfy your university's English condition before the unconditional-offer deadline, the scholarship can be at risk.

Every university sets its own rules. Some courses require IELTS Academic. Some accept TOEFL iBT, PTE Academic, Cambridge English or other tests. Some may accept previous study in English, a degree from a recognised English-speaking country or a university-specific exemption.

Do not assume a medium-of-instruction letter will be accepted. Some universities accept it under specific conditions; others do not. Some require the previous qualification to be recent. Some require the previous institution or country to meet certain rules.

Because Chevening requires three course choices, check English requirements for all three. A course with easier English evidence may become important if your first-choice course has a difficult test condition.

Chevening's course guidance says applicants are not permitted to meet a university's English-language requirement by enrolling in, signing up for or paying a fee for a pre-sessional English course. Doing so can result in losing the Chevening Scholarship.

This is one of the most important details for applicants trying to avoid IELTS. A pre-sessional English course may be useful for self-improvement, but it cannot be used as the route to satisfy a university English condition for Chevening.

If your selected university gives you a conditional offer requiring English evidence, check whether the condition must be met through a recognised test or accepted exemption rather than a pre-sessional course.

Chevening's timeline requires successful candidates to submit at least one unconditional UK university offer by the official offer deadline. For the 2027-2028 cycle, the timeline lists July 8, 2027 at 17:00 BST.

A conditional offer is not enough until all conditions are satisfied. If the only remaining condition is English-language evidence, you still need to clear it before the deadline.

This is why English planning should begin before Chevening submission, not after interview results. Test dates, score release, retakes and university verification can all take time.

Make a small table for all three course choices. Include the test options, score requirement, exemption route, deadline and whether you already meet the rule. This keeps English requirements visible while choosing courses.

1. Open the official university page for each selected course.
2. Find the international entry requirements section.
3. Find the English-language requirements section.
4. Record accepted tests and minimum scores.
5. Check whether previous English-medium study can be accepted.
6. Check whether the course or university has stricter requirements than the general university page.
7. Check deadlines for submitting English evidence.
8. Avoid relying on pre-sessional English as the route to meet Chevening conditions.

Scenario one: you receive an unconditional offer because the university accepts your previous English-medium study or test evidence. This is the cleanest situation for Chevening because the English issue is already solved.

Scenario two: you receive a conditional offer requiring IELTS or another test score. This can still work, but only if you meet the score and the university updates the offer to unconditional before Chevening's deadline.

Scenario three: you receive a conditional offer requiring a pre-sessional English course. This is risky for Chevening because Chevening says applicants are not permitted to meet a university English requirement through a pre-sessional English course. You should clarify whether another acceptable route exists.

If the course page is unclear, email the university admissions team before relying on an exemption. Keep the message short and factual. Mention the course name, your country, your previous degree, language of instruction and the evidence you can provide.

Ask whether that evidence can satisfy the English-language requirement for the specific course. Do not ask a vague question such as “Can I apply without IELTS?” because the answer depends on your documents and the course.

Save the reply. If the university confirms an accepted route, keep that confirmation with your application records. It may help you plan your offer conditions and timeline.

If you use IELTS or another test, check both the overall score and section or band scores. A university may require 6.5 overall with no band below 6.0, or a higher score for law, education, journalism, health, social work or other language-heavy courses.

Equivalent tests also have component requirements. A PTE or TOEFL total score may look strong, but one weak component can still leave the offer conditional.

Because Chevening candidates must convert at least one offer to unconditional, small score details matter. Read the course page carefully and keep screenshots or notes of the requirement when applying.

Do not select courses only because they have easier English rules. The course still needs to support your career plan. But if two courses are equally strong, an English requirement you can meet confidently may make one option safer.

A practical strategy is to include at least one course where your English evidence is clearly acceptable, if possible. That reduces the risk of reaching the offer deadline with only conditional offers.

Still, never sacrifice academic fit completely for an easier English route. Chevening assesses course choice and career plan, so the course must remain credible.

If all three universities clearly accept your previous English evidence and you can get unconditional offers without a test, IELTS may not be necessary. But if your evidence is uncertain, old, unofficial or not accepted by one or more universities, taking IELTS or another accepted test may be safer.

The decision should be practical, not emotional. IELTS costs money and time, but losing the chance to convert a conditional offer into an unconditional offer can be worse.

If your first-choice university has a strict IELTS requirement and you are serious about that course, plan the test early. Do not wait until Chevening interview results to start.

A medium-of-instruction letter can help only if the university accepts it. It should be official, issued by the previous university, clearly state the degree and language of instruction, and match your transcript and certificate details.

Some applicants assume every UK university accepts MOI from their home country. That is not safe. Policies differ by university, course, country, institution and recency of study.

If you plan to use an MOI letter, email the university admissions office or check the official policy. Keep a backup test plan if the answer is unclear.

Many applicants from countries where English is widely used in higher education still need to check each university's rule. Previous English-medium study may help, but it is not an automatic Chevening-wide waiver.

For Pakistani, Indian, Bangladeshi, Nigerian, Ghanaian, Kenyan, Indonesian and other applicants, the safest approach is to check every selected UK course directly. Some universities may accept prior English-medium education; others may require a test score.

Do not rely on a friend's result at another university. English policies vary too much.

The best time to solve English evidence is while choosing courses, not after Chevening results. If you know in August or September that a course needs IELTS, you have months to book a test, retake if needed and upload evidence to the university.

If you wait until after interviews, the timeline becomes tighter. A conditional offer that still needs English evidence can take time to update after you submit scores. Universities may also have busy admission periods, holidays or processing delays.

A safe plan is to mark each course as green, yellow or red. Green means you already meet the English rule. Yellow means the university might accept your evidence but you need confirmation. Red means you probably need a test. Do not leave red courses without a test plan.
