This is not a general DAAD scholarship for every German master’s. It funds selected courses connected to public policy, governance, administration, development and related fields.

A strong applicant should connect academic background, practical experience, course choice and future public-service contribution.

The Helmut-Schmidt Programme is strongest for applicants who can show a serious connection to public policy, public administration, law, economics, governance, social protection, peace and conflict studies, development or related public-service work. It is not meant for applicants who only want a funded master’s in Germany without a clear governance or development purpose.

DAAD describes the programme as preparation for future leaders who can contribute to democratically oriented economic and social systems and help address social, political or economic tensions in their home countries or regions. Your application should therefore show more than academic ambition. It should show what problem you understand, what role you have already played, and how the master’s course will make you more useful after graduation.

• Good fit: public-sector, NGO, civil society, policy, law, development, governance, economics, education, peacebuilding or administration experience
• Possible fit: recent graduates with strong public-service evidence, internships, volunteering, policy research or community leadership
• Weak fit: generic applicants who cannot explain why a public policy or good governance master’s is necessary

DAAD lists selected English-taught master’s courses for this programme. The official list includes Social Protection at Hochschule Bonn-Rhein-Sieg, Development and Governance at the University of Duisburg-Essen, Public Policy at the Brandt School/University of Erfurt, Peace and Conflict Studies at the University of Magdeburg, Management in Nonprofit Organisations at Osnabrück University of Applied Sciences, and Development Studies plus Governance and Public Policy at the University of Passau.

This list matters because the scholarship follows the course list. If a German university has another attractive public policy or development degree outside the participating list, that separate degree is not automatically funded by the Helmut-Schmidt Programme.

• Compare language proof, work experience, academic background and application portal rules
• Apply to no more than two participating courses
• Rank your first and second choice clearly if applying to two courses

The first question is not simply whether you meet minimum requirements. The stronger question is whether your profile makes sense for the selected course and the DAAD programme purpose. A reviewer should be able to see a clear line from your past study and experience to the chosen course and then to a realistic contribution after the scholarship.

For example, an applicant interested in local government reform should not write only that Germany has good universities. The application should explain the governance issue, the applicant’s prior exposure to that issue, why the chosen course teaches the missing skills, and how those skills could be applied after the degree.

• Academic evidence: degree, grades, relevant coursework and research
• Professional evidence: employment, internships, public service, NGO work, policy work or community activity
• Course fit: why this exact master’s course is needed
• Development fit: what public problem the applicant wants to address
• Credibility: documents support the claims made in the motivation letter

The scholarship is intended for graduates from developing and emerging countries. Applicants need a relevant bachelor’s degree, strong academic record, development motivation, practical experience and course-specific language evidence.

Applicants may apply to a maximum of two participating master’s courses and must rank their first and second choices clearly. Use /helmut-schmidt-programme-universities-courses before choosing courses.

Prepare the DAAD application form, DAAD checklist, signed motivation letter, CV, bachelor’s certificate, transcript, language certificate, work-experience evidence, translations and course-specific documents. Use /helmut-schmidt-scholarship-required-documents for the checklist.

There is no single IELTS rule for every course. Each participating university controls accepted English evidence. Use /helmut-schmidt-scholarship-without-ielts for the careful answer.

1. Read the DAAD announcement and confirm that the current call is for the intake you want.
2. Shortlist participating courses and remove any course where your academic background or language proof does not fit.
3. Choose one or two courses only; do not apply to three or more.
4. Write one motivation letter that clearly explains your first preference and, if used, your second preference.
5. Prepare the DAAD checklist, DAAD form, Europass-style CV, academic records, language proof, work evidence and translations.
6. Check each university’s upload method and file format rules.
7. Submit before July 31, 2026 and keep confirmation screenshots or emails.
8. Monitor university messages because missing clarification requests can damage an otherwise complete application.

• Treating the scholarship as a generic Germany master’s route
• Choosing courses without checking whether the academic background matches
• Writing a motivation letter that praises Germany but ignores governance, development and course fit
• Applying to more than two participating courses
• Forgetting to rank first and second course preference
• Uploading unsigned DAAD forms or unclear scans
• Submitting documents in another language without required English or German translation
• Claiming work experience that is not supported by certificates or official letters
• Waiting until the final days to solve IELTS, TOEFL or other language proof issues
